Kentucky, Action Plan for Implementation

Kentucky offers heavy equipment operator (HEO) training programs through community colleges in the Kentucky Community and Technical College System (KCTCS), a union apprenticeship with the International Union of Operating Engineers (IUOE), Job Corps (free for eligible youth aged 16-24), and private providers. Programs focus on operating machinery like bulldozers, excavators, backhoes, skid steers, loaders, and graders, often with OSHA, NCCER, or industry certifications.

The IUOE Local 181 apprenticeship provides a key earn-while-you-learn pathway across much of the state.
